Pipelines being registered for projects that aren't even active or have a salsa-ci.yml

Where are these pipelines being registered from if they aren't on Salsa? Perhaps a local run of CI?

The status of these pipelines didn't change from created because they aren't on Salsa, from where we attempt to fetch their final status.

Additionally, the registered pipeline IDs (~ 15xxx) are way less than what they are currently incrementing on Salsa (~ 90xxxx)
