What parameters indicate a regression?

While setting Matrix notifications, I am assuming that if the success rates of pipelines or job types drop below 85%, we sound an alert with a link to the dashboard. This check, however, runs at 0 minutes every hour because of its design and can thus cause a delay in noticing regressions.
