Prepare supporting multiple disk-layouts

manut/phosh-recipes:task/prepare-multi-disklayouts into main 
Remove everything that can be configured by mkosi from configure.py
this will ease:

  - Supporting multiple disk-layouts in the future
     (rw rootfs vs. a/b with ro /usr)

The configure.py can entirely go away, as soon as users are created
by gnome-initial-setup
