Sanity checks would be appreciated for the packaging changes /cc @agx @hntourne
Specifically I'm not 100% sure about removing the dh_shlibdeps override, but neither diffoscope, nor the resulting substvars differed.
Also this means the packages marked as broken all need a rebuild:
I will take care of purple-lurch but could also look at carbons and http-upload
