Sometimes modem interface name is wwx<randomhex>

After booting the Pinephone Pro, sometimes the modem's interface name is not wwan0 as expected, but something like wwx0ed82788c58c. The hexidecimal identifier suffix is never the same and unpredictable. This makes creating persistent settings like *.network files for systemd-resolved difficult.
