Add installer support for PinePhone emmc vccq mod

Add support for the pinephone emmc vccq mod to the installer image:

  • install the pinephone-vccq-tweaks package
  • adapt the extlinux.conf to default to standard pinephone boot
  • embed the current pinephone-vccq-tweaks in the installer image

In order to do so I added a new variable in installer.yaml : is_installer
