Not installing `Recommends` is a constant source of issues (like e.g. not having `cracklib-runtime` (ed1cf76ae4a88a2ca2b308da6b1eabc91bc24e6d) or 3bd82d2cbe255abf55867d54b2349dc4b9c53713 that break the UX. Opening this to spawn a discussion on whether this should be changed? A way forward could be tracking rootfs size to avoid pulling in too much and having a negative list that removes some packages after installing with recommends.
