feat: add common-tweaks config along with its corresponding files

Mohammed ElDegwi requested to merge mrdigo/tweaks-data:feature/common-tweaks into mobian
  • added all common tweaks from here and here
  • added config file for common tweaks.

please note that this is not ready yet to use with tweakster due to missing device-specific config files. this is an in-between MR.
