platform-tools Phase 2

This is phase 2 of #22 - phase 1 was #40 (closed)

I think what we can do here is:

1. Get rid of any internal-only dependencies This will basically include any package which does not provide a binary, since all the libraries were only-intended for internal use. We need to verify rdepends though before going through this.
2. Update to a 29.0.x tag - which is still 10.0, so it should be a relatively straightforward update.
