find and package cmdline-tools or just avdmanager

avdmanager is essential to run the Android emulator, it sets up the AVD (Android Virtual Device). It is part of the cmdline-tools Android SDK package, but I think it would be worthwhile to package it on its own if that's easier.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
