Stop creating /etc/apt/sources.list (#1109842)

On Debian trixie and later, /etc/apt/sources.list is not required anymore. In fact, apt recommends modernizing the sources, which removes this file.

Prior to this fix, unattended-upgrades would recreate this file, causing noise in tools like etckeeper.
