Fix regression related to SSE2 detection/support

The --disable-sse2 configure flag removes the -msse2 compiler flag and
allows the compiler to use its defaults.  The absence of the disable
flag forces sse2 regardless of compiler defaults.  This breaks on i386
due to baseline violation. The configure flag was removed in the
transition from CDBS to DH.
