    When fixing #757083, I assumed that /usr would be mounted immediately
    after /.  This *should* now be the case, but there are still some
    systems that rely on sysvinit to mount /usr, and they might mount
    other filesystems earlieron (as reported in bug #872039), depending on
    the ordering of /etc/fstab.  Those now aren't unmounted or remounted
    read-only at shutdown.
    
    Although this is no longer a supported configuration, let's at least
    try to avoid data loss in this case.  This patch, from Elrond, reverts
    the previous change to umountfs and instead adds /usr (only) to the
    second level of filtering.
