debian/control, debian/rules: Switch from tracker 2 to tracker 3

These are mutually exclusive so pass the build options to explicitly select tracker 3.

This is a wip; I'm just preparing all the rdeps. You can find gnome-team/tracker!10 and gnome-team/tracker-miners!13 to test this, if you want to.
