Several package improvements

This MR has the following improvements:

  • d/control: Set XS-Autobuild: yes
  • d/control: Bump Standards-Version to 4.7.0 (no changes required)
  • ci: Add Salsa CI pipeline configuration

To make source-only uploads really work via XS-Autobuild, see Developers Reference section 5.10.5 as an email needs to be send to non-free@buildd.debian.org.

To make Salsa's CI work, go to Settings > CI/CD > General pipelines and set CI/CD configuration file to debian/salsa-ci.yml.
