Add command (or modify) to de-assign translations or revisions

If a translator or reviewer has assigned a package that needs translating or reviewing and this has not happened after some time: po-debconf-manager should de-assign them (or at least flag it so the "manager" can get in touch and de-assign it).

Same thing might apply for "pending send upstream": a way to flag old packages so they can be actioned.
