When starting a translation: check local file is the same as remote file

When a user is going to start a translation: check that the local file is the same as the remote file or update it.

Similar operation as "po-manager pull-latest-changes PACKAGE" but in automatic way. If the package was updated remotely: perhaps download it and msgmerge automatically.
