po-manager.py update-package XXX -> should change status to DONE if nothing to be translated

As title, if: po-manager.py update-package XXX downloads a package and everything is translated: it should change the status to "DONE".

Also, if it was DONE, it should change to PENDING_TRANSLATION if strings need translating.
