autopkgtest for dhcpcd

The tests for 'dhcpcd' were inherited from 'dhcpcd5' and were meant for testing Debian's own additions to the upstream package. Now that we have dropped Debian's own and migrated to upstream's equivalents, the tests are outdated. I would therefore welcome help to update them. Thanks!
