a-b-ubuntu-cloud: do not install ubuntu-minimal

Paride Legovini requested to merge paride/autopkgtest:no-ubuntu-minimal into master

This essentially reverts e267ffb8.

The package is not minimal enough, and pulls in dependencies we may not want on the testbed, e.g. ubuntu-pro-client. We prevent autoremoval of packages we want to keep by marking them as manually installed in setup-testbed.
