how to build locally

1. Extract http://deb.debian.org/debian/pool/non-free/i/intel-mkl/intel-mkl_2019.1.144.orig.tar.gz
2. Put https://salsa.debian.org/cielavenir/intel-mkl/-/tree/stretch-bpo/debian to the same directory as install.sh
3. Run debuild -uc -us
