d/control: Don't B-D on librsvg2-dev where not needed

Simon McVittie requested to merge smcv/cinnamon-settings-daemon:wip/only-sometimes-librsvg into master

According to the upstream build system, this is only needed for the Wacom plugin.

Based on !3 (merged), please review that first.
