The default GNOME 46 wallpaper uses JPEG XL

from cinnamon-settings and show GNOME Online Accounts GTK, if installed

This reverts commit cb52762c.

- /usr/share/cinnamon/js/misc/config.js was in cinnamon because
contained a different parameter in some architectures, now it no longer
has changing parameters so it can be moved again to cinnamon-common,
this also reduces conflicts and differences with upstream packets
- /usr/share/xdg-desktop-portal/x-cinnamon-portals.conf to cinnamon
where there is the needed dep., this also reduces conflicts and
differences with upstream packets

Upstream changed it in 6.0.
PR that added soup 3 support to latest spices was merged yesterday, so
now all spices support soup 3 FWIK
