d/rules: enable clamav-freshclam by default

Stoiko Ivanov requested to merge siv-guest/clamav:fix_freshclam_enable into unstable

override_dh_installsystemd does not mention clamav-freshclam, thus it does not get enabled.

I think this should close: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1100396

Tested this buy adapting this in debian/rules on a apt source clamav-freshclam directory on debian bookworm.

Not too familiar with git-dpm - thus did not get past:

git-dpm prepare
No file '../clamav_1.0.7+dfsg.orig.tar.xz', running pristine-tar...
fatal: path 'clamav_1.0.7+dfsg.orig.tar.xz.delta' does not exist in 'refs/heads/pristine-tar'
pristine-tar: git show refs/heads/pristine-tar:clamav_1.0.7+dfsg.orig.tar.xz.delta failed
