Add patch to treat unknown link types as physical (Closes: #936030)
This patch is useful for Debian to run on most types of cloud infrastructure backed by Huawei Fusion or Huawei Cloud because it has an unusual network type of cascading, while actually treating it as physical will just work.
I would suggest this to be included to buster's updates.
