Install cloud-init on GCE

Currently it appears that cloud-init is not installed for GCE images, but it is supported by cloudinit and even suggested by Google Cloud in some scenarios.

Can it be included? Is there a reason not to include it that I'm not seeing? I'm happy to send the one line patch.
