[stretch] ec2: Support administratively disabled IPv6 on interfaces

As reported in https://bugs.debian.org/964596, some administrators disable IPv6 support via sysctl. As previously implemented, doing so would cause the inet6 stanzas for a given interface to fail to configure, leaving the instance in a degraded state per systemd.
