Draft: Add support for LoongArch64

Hello,

I have already built and tested locally.

The generated image_sid_generic_loong64.raw can be booted into a KVM system via qemu-system-loongarch64.

Please note that the official loong64 build is still in progress, so missing packages (including FTBFS) are to be expected.

For local testing I am temporarily using https://deb.debian.org/debian-ports instead of https://deb.debian.org/debian

to verify the correctness of the patches.
