Bring google-guest-agent back to a healthy/buildable state

This change request brings google-guest-agent back to a healthy and buildable state. It 1) adjusts dependencies to the current state of available packages in sid and 2) removes a long broken and no longer maintained unit test (the test in question has already been removed upstream and its coverage is done by a out of tree integration test).
