cloud-amd64: enable UIO, UIO_HV_GENERIC, VFIO.

In order to access Azure's VMbus via /sys/vmbus, the corresponding
UIO module must be available.
Also enable VFIO for safe userspace device handling when the host
exposes a vIOMMU.
