Move removing-non-debian-packages after remove-obsolete-packages because the methods for finding non-Debian packages also show obsolete packages. It would be much easier to remove any obsolete packages first, since they can be easily removed with apt purge '~o'. Then non-Debian packages (if any) would be more obvious.
