Move removing-non-debian-packages after remove-obsolete-packages because the methods for finding non-Debian packages also show obsolete packages. It would be much easier to remove any obsolete packages first, since they can be easily removed with apt purge '~o'. Then non-Debian packages (if any) would be more obvious.

This commit can be reverted at the start of the trixie release

Updated changes-release.pl for trixie already because there's a check
in the script that fails currently on the mismatch between bullseye
and bookworm regarding nff

Manually overriden when I ran the scrip.

I consulted debian-boot on IRC. This seems legacy text no longer valid. The
team tries very hard to remain backward compatible.

At least on package is still in non-free, so the text is still correct.

with the condition added to the title, the dummy paragraph is still rendered
in non-draft mode
