Prepare local entity to handle DC19 money locally and other needs for a formal entity

We are founding an association in Curitiba. We were already going to do that for the other projects we already have regardless of Debconf, so we might as well found it already. Preparation started for a few months, we have the bylaws and other foundational documents ready.

• get Cleber's signatures
• get Antonio's (not @terceiro) sigatures
• get attorney signatures
• enter the paperwork
• wait for foundation documents to be approved
• get tax number (CNPJ)
• open bank account(s)
