Local press release for DebConf19 (or Open Day)

We usually coordinate with some local media to publish a news item about DebConf19 (e.g. about the Open Day, or general DebConf, but aimed to the general public). This news item is a bit different from the rest, since the audience is wider, local translation is a must, and we probably have to explain/summarise what is Debian, what is DebConf, etc.

We can use the sponsorship brochure as reference. If possible, we should contact local media or make a list where to send the news.

I set an early milestone because I'm not sure if the local team prefers to use this task for raising early interest in DebConf (volunteers, sponsors...), or later for gaining attendance to the event itself.
