Perhaps payment of invoice should imply confirmation?

Usually, when one pays for something online (bus ticket, plane ticket, goods), it's the last step of the process and the deal is closed.

On the DebConf registration system, this goes against the norm, and the user of the registration system might think that the registration has been completed.

Perhaps the billing step (step 13) should imply confirmation (currently step 14?), or there needs to be a reminder after payment or clear indication in the UI that there's one more step remaining?
