Split out DebConf config

Our config (inventory/*) should live in a separate repo, with only an example config here. The example config should include documentation about how to go from nothing to a fully working setup.

The following needs to be done:

• Create inventory repo
• Create example inventory in this repo
• Document zero to fully working setup using example config
• Explain how to integrate external inventory repo's when running ansible
