keep some history about talk states in the db

Currently, there is no for of history in the db. Maybe it might be useful to have some.

At least a 'last change' time could be useful. It often happens that the title slides are corrected after some talks have already been uploaded. Being able to quickly detect what talks have to be re-encoded (based on when they were encoded) might be useful.
