get rid of the need for sql access to vittoria

It would be nice if the on-site machines (the storage server and especially the encoders) wouldn't need sql access to the db on vittoria.

In an ideal world, the encoders wouldn't have any privileged access at all (not even to API). The controlling machines (vittoria or a local storage server) could log in and collect the necessary info to handle updating the data. This also includes getting rid of the need for nfs.

All of this could be a first step to allow the encoders to run on untrusted throw-away cloud VMs, to avoid the need for (part of) the local physical infrastructure
