Resurrect build-dep on libbfd

homar/bpftrace:bfd into master

Re-instantiate build dependency on libbfd which -- if found by cmake -- enables function offset probes, fixing [1]. To align with Debian policy wrt. binutils (which libbfd is part of) [3] we force static linkage.

Note: This reverts removal of libbfd in 7fe86ee8 due to [2].
