multiple changes

Various changes: happy to drop bits (this list is from debian/changelog, it's quite brief, but covers the main points)

  • Move /etc/checksecurity.conf into /etc/checksecurity (for this reason i put the version to 2.1.0)
  • Add systemd timers
  • Rewrite in bash
  • Drop dependency on perl, demote heavy-duty packages to 'suggests'
  • Add autopkgtests
