Added debian files.

cppdb for Debian

To be DFSG compliant, the source package the html/* tree has been removed as it
contained js files without source. Those files were originally generated by
doxygen.
As since devscripts 2.13.5 uscan can remove files automatically there is
no get-orig-source target in d/rules.
