crontab.5: Reverse the info on tilde expansion

When setting PATH, most shells will not expand a tilde. The provided example

  PATH=~/bin:/usr/bin:/bin

is therefore wrong, so we document this fact, and turn this example around and
use it as an example for something that doesn't work.
