Restore NMU changes (#917140)
This commit restores the changes for two NMU versions that were lost when 2.1.27~rc8-1 was uploaded.
For 2.1.27~101-g0780600+dfsg-3, I reproduced #819893 when upgrading libsasl2-modules from jessie to current unstable, and verified the patch removes the +x permission on upgrade from jessie.
For 2.1.27~101-g0780600+dfsg-3.1, I tested full, arch-all, and arch-any builds with each of the individual build profiles applied, but did not test any of the resulting binaries myself.
