add new helper and addon: movetousr

Helmut Grohne requested to merge helmutg/dhmovetousr into main

By invoking dh_movetousr or enabling the movetousr addon, one can move all files from locations that have become aliased due to the /usr-merge into their corresponding physical locations below /usr. After having moved files, we avoid aliasing problems. Refer to DEP17 for details.
