meson.pm: pass --verbose to meson test

to better comply with Debian Policy § 4.9

Otherwise, we only have access to the full meson test log when the build fails. There are times when the full output would be helpful even if the build passes.

There are several packages that are manually setting verbose for dh_auto_test or running cat obj-*/meson-logs/testlog.txt
