dh_installsysusers: make output reproducible

Merged Luca Boccassi requested to merge bluca/debhelper:dh_installsysusers_repro into main

Sort config files so that postinst is the same regardless of readdir output order. Also just use a single systemd-sysusers call for all detected files, no need to shell out multiple times.
