test_package_lifecycle: Don't load ~/.devscripts

Merged Simon McVittie requested to merge smcv/devscripts:test-lifecycle into master

If you have DEBDIFF_SHOW_MOVED=yes in ~/.devscripts (as I do) then this test would fail, because the message printed is not the same as expected.
