Fix #1003497 - uid@debian.org should be reported by who-uploads.sh

A fix for #1003497. The issue is that the prior awk command only searches the first email on the GPG key. This version searches the entire key for @debian.org. If it is not found, it then pulls the non-debian email for who-uploads.sh.
