debrepro: vary between timezones that are more than 1 day apart

Merged Antonio Terceiro requested to merge terceiro/devscripts:debrepro-tz into master

This is the same variation that the Reproducibe Builds infrastructure and reprotest do, and it uncovers more issues than the variation we had before while still uncovering the same issues as before.
