Avoid outdated Perl modules

This merge request attempts to drop outdated Perl modules from the devscripts.

The following modules are dropped from the scripts:

• libdigest-md5-file-perl
• libswitch-perl

They are dropped because they have been left unmaintained for decades.

Also the configuration checking routines have been simplified.

Can you squash the "d/control: remove unneeded dependencies" commit into the commits that remove the dependencies?
