Add gbp.conf example

Typically Debian packages need to have a git-buildpackage configuration file to a minimum define the branch names, if pristine-tar and upstream signatures can be used to secure the supply chain, and what it the upstream release git tag format, as they are package-specific and nothing can be assumed universally.

This becomes much easier for people doing new packages if a template has somewhat sensible examples and inline annotation to explain them.
